El Pacto Verde Europeo, la audaz iniciativa de la Unión Europea (UE) para abordar el cambio climático y promover la sostenibilidad, está enviando ondas expansivas que trascienden las fronteras de Europa, impactando a empresas en todo el mundo, incluyendo la región centroamericana, en Panamá y República Dominicana.
Las implicaciones del Pacto Verde Europeo son significativas para las empresas en Centroamérica, tanto en términos de desafíos como de oportunidades. A medida que la UE avanza hacia su objetivo de alcanzar emisiones netas de gases de efecto invernadero para 2050 y promueve un crecimiento económico disociado del uso de recursos, las empresas centroamericanas se enfrentan a la necesidad de adaptarse a las nuevas normativas y expectativas.
Uno de los aspectos clave del Pacto Verde Europeo que afecta directamente a las empresas en Centroamérica es el Mecanismo de Ajuste en Frontera de las Emisiones de Carbono (MAFC), que implica un gravamen sobre determinadas importaciones intensivas en emisiones provenientes de fuera de la UE.
De acuerdo con Carolina Palma, socia de Impuestos y líder de Comercio Internacional de EY Centroamérica, Panamá y República Dominicana, esto significa que las empresas centroamericanas que exportan productos a la UE pueden enfrentar mayores costos y requisitos de cumplimiento para asegurar que sus productos cumplan con los estándares ambientales europeos, y deben de realizar estas acciones antes de 2026, cuando de no hacerlo, no podrán continuar exportando a la UE. Esto incluye tanto a empresas en régimen ordinario como en Zonas Francas.
La especialista explicó algunos ejemplos de casos en los que el Pacto Verde Europeo puede repercutir en las empresas de la región:
– Una empresa que exporta dispositivos médicos a la UE y lo realiza en un empaque determinado, tendrá que evaluar los materiales que utiliza en estos empaques y realizar el reporteo de sus proveedores a la UE.
– En el sector agroalimentario, los cultivos de café deberán de reportar sus producciones a los importadores en la UE, y deberán de auditar y certificar que están en cumplimiento con estándares ambientales, sin deforestación, laborales y regulaciones jurídicas.
– Exportadores de cualquier producto que incorporen madera: éstos tendrán que reportar exactamente de la misma forma que los cafetaleros, que sus productos fueron producidos sin deforestación y en cumplimiento legal.
– Productores agrícolas con exportaciones a la UE deberán velar porque sus productos cumplan con las nuevas regulaciones de productos bajos en pesticidas.
Además, las empresas en Centroamérica también se van a ver presionadas por sus propios clientes y socios comerciales en la UE para que demuestren un compromiso con la sostenibilidad y reduzcan su huella de carbono.
“Entre los desafíos, puede requerir inversiones en energías renovables, adopción de prácticas empresariales más sostenibles y una mayor transparencia en la cadena de suministro. Sin embargo, también ofrece oportunidades para las empresas en Centroamérica, ya que les permite adaptarse rápidamente a las demandas del mercado europeo. Ofrecer productos y servicios que cumplan con los estándares ambientales tendrán una ventaja competitiva”, comentó Palma.
La transición hacia una economía más verde puede estimular la innovación y abrir nuevas oportunidades de negocio en sectores como las energías renovables, la eficiencia energética y la economía circular.
Para ello, EY presta apoyo en una serie de proyectos alineados al MAFC en todos los sectores. Esto incluye la sensibilización y capacitación en la empresa, la labor de reporteo y envío de formularios solicitados por los importadores en la UE, la revisión de la cadena de suministro, evaluaciones de impacto y riesgo, modelización de escenarios, auditoría de cumplimiento, configuración del cumplimiento, entre otros procesos.
Palma recuerda que, con un debido acompañamiento las empresas puedan adaptarse y abrazar la sostenibilidad, mejorando su posicionamiento para prosperar en un mundo cada vez más centrado en la acción climática y la responsabilidad ambiental.
