Santo Domingo, RD. – La Junta Central Electoral (JCE) inició el programa de capacitación a los miembros de la Policía Militar Electoral de cara a las próximas elecciones ordinarias generales.
La actividad estuvo encabezada por el presidente de la JCE, Román Andrés Jáquez Liranzo; los miembros titulares Rafael Armando Vallejo Santelises, Dolores Altagracia Fernández Sánchez, Samir Rafael Chami Isa y Anibelca Rosario, suplente de la miembro titular Patricia Lorenzo Paniagua; así como de Mario Núñez, director nacional de Elecciones.
Acompañaron al Pleno de la JCE el ministro de Defensa de la República Dominicana, teniente general Carlos Luciano Díaz Morfa; el director general de la Policía Nacional, mayor general Ramón Antonio Guzmán Peralta; y el jefe de la Policía Militar Electoral, mayor general Juan José Otaño Jiménez.
Al dejar iniciado el proceso de capacitación para el cuerpo de la Policía Militar Electoral, que abarcará a más de 55 mil efectivos policiales y militares, el presidente de la JCE definió como una sagrada misión que tienen por mandato constitucional y por ley las Fuerzas Armadas y la Policía Nacional de disponer del personal necesario para mantener el orden público en todos los recintos y Colegios Electorales hábiles donde se llevarán a cabo las elecciones municipales del 18 de febrero de 2024.
Destacó la responsabilidad de todos los actores que intervienen en los procesos electorales de garantizar una integridad electoral, la que dijo, no se puede alcanzar sin una seguridad electoral efectiva.
Destaca respeto a la libertad de prensa y a los observadores internacionales
El presidente de la JCE abordó en el papel de la seguridad electoral para garantizar la integridad electoral indicando que ese trabajo debe ser humano, respetuoso de los derechos, pero firme para lograr que se respete el derecho al voto de cada ciudadano y ciudadana.
“Esa seguridad debe ser firme en el respecto a la observación electoral nacional e internacional que es transparencia. Debe ser una seguridad firme en el respeto a la libertad de prensa que es parte de la integridad y de la trasparencia como principio democrático”, dijo Jáquez Liranzo.
Proclamó que el inicio de la capacitación de la PME es el banderazo de unas elecciones que van a ser justas, libres y seguras.
Ley dispone participación de la Policía Militar Electoral
Mientras que Mario Núñez, señaló que es una responsabilidad de la JCE, auxiliada de las direcciones que intervienen en el proceso, organizar todo lo concerniente al programa de capacitación.
Manifestó que la seguridad del proceso electoral y el orden de la fuerza pública pasa a cargo de la JCE y que la ley dispone la participación de la Policía Militar Electoral, que comparte con el órgano electoral la seguridad del proceso, de la institución y sus dependencias, así como de su personal.
Destacó que a la Policía Militar Electoral se le ha dado una cartilla educativa que está dirigida a su personal, a las responsabilidades que tiene ese personal en los procesos electorales.
Indicó que se debe desplegar un operativo de capacitación que llegue a los más de 55 mil militares y policías que estarán formando parte de este proceso de capacitación y que la JCE está brindando una plataforma en términos de conformar un equipo de instructores e instructoras que, a su vez, van a capacitar a sus instructoras e instructores de la PME.
Capacitación electoral a las instancias educativas de los cuerpos armados del Estado
En tanto que el jefe de la Policía Militar Electoral, el mayor general Juan José Otaño Jiménez informó que el programa de capacitación de instructores comenzó simultáneamente en Azua, La Romana, San Pedro de Macorís, Puerto Plata y San Pedro de Macorís.
Explicó que esa capacitación gira sobre los aspectos que establece la Constitución de la República y la Ley 20-2023 sobre el Régimen Electoral en los temas que guardan relación con los deberes y responsabilidades de la Policía Militar Electoral en los comicios electorales.
Adelantó que a partir de enero próximo los temas electorales serán incorporado a los programas de estudios del personal militar que cursa en la Universidad Nacional para la Defensa, en el Instituto Policial de Educación Superior, en las Escuelas de Estado Mayor, en las Academias militares y en las escuelas de entrenamiento y especialidades.
Esto, dijo Otaño Jiménez, garantizará que en lo adelante todos los agentes estarán capacitados en los temas electorales.
