Santo Domingo.- La República Dominicana es sede del X Seminario de la Red de Sistemas Nacionales de Inversión Pública de América Latina y el Caribe con la participación de autoridades de 16 países de la región y de organismos internacionales.
En el seminario, que se desarrolla el 3 y 4 de noviembre, participan directores y directoras de Inversión Pública de Chile, Uruguay, Nicaragua, Ecuador, Paraguay, Guatemala, Costa Rica, Panamá, Honduras, Brasil, Bolivia, Perú, México, Colombia, Argentina y República Dominicana. Además, se contará con invitados especiales de Guyana y Trinidad y Tobago, así como expertos del Banco Interamericano de Desarrollo (BID), la Comisión Económica para América Latina (CEPAL) y Sociedad Alemana para la Cooperación Internacional (GIZ).
En la apertura de la actividad, el Ministro de Economía, Planificación y Desarrollo, Pável Isa Contreras, describió a la Red de los Sistemas Nacionales de Inversión Pública de América Latina y el Caribe (Red SNIP) como un gran espacio de intercambio y aprendizaje, la cual tiene un gran potencial para construir sistemas nacionales de inversión pública más robustos.
El economista e investigador destacó la importancia de identificar y fortalecer la inversión alineada a los Objetivos de Desarrollo Sostenible (ODS) y de que esta contribuya a la adaptación y mitigación del cambio climático.
“Un sueño que tenemos en la República Dominicana es cómo el Sistema Nacional de Inversión Pública puede llevar la infraestructura del país a un nuevo nivel, cómo podemos elevar los estándares de todos los sectores y territorios”, expresó el Ministro.
Francisco Tula Martínez, presidente de la Red SNIP y director general de Inversión Pública de Costa Rica, resaltó el papel de los Sistemas Nacionales de Inversión Pública (SNIP) en la revitalización del crecimiento y desarrollo económicos, así como en la mejora de la calidad de vida de las personas, el fortalecimiento de la gestión de riesgo y la lucha frente al cambio climático.
Maike Friedrichsen, embajadora de Alemania en República Dominicana, destacó el rol de las direcciones generales de inversión pública como guardianes de la calidad de los proyectos propuestos y garantes de su relevancia, eficiencia social y resiliencia.
Katharina Folkner-Olmedo, representante del Grupo BID en RD, indicó que los temas de eficiencia, efectividad y sostenibilidad actualmente son urgentes para los Gobiernos y sus formas de invertir en el día a día, tarea en la que son fundamentales los SNIP.
“Los sistemas nacionales de inversión pública son actores claves para que la inversión pública responda a las prioridades plasmadas en la planificación estratégica y en las políticas públicas”, añadió Cielo Morales, directora del Instituto de Planificación Económica y Social (ILPES) de la CEPAL.
Sobre la Red SNIP y el seminario
La Red SNIP se creó con el fin de fortalecer el funcionamiento de estos sistemas estatales. Actualmente, está integrada por los directores y directoras de los SNIP de 16 países de la región y cuenta con el apoyo de ILPES/CEPAL, el BID y la GIZ.
Entre los temas que abarcará el diálogo del seminario figuran los desafíos para impulsar la inversión pública de calidad y resiliente pospandemia, desafíos para fortalecer la institucionalidad de los sistemas para gestionar inversión pública, avances recientes en el uso de tecnologías para la gestión de la inversión pública, promoción de infraestructura resiliente y sostenible a través de los SNIP y gestión del riesgo de desastres y acción por el clima a través de la inversión pública.
Los SNIP están formados por el conjunto de instituciones estatales que participan en el proceso de inversión pública en los países.
Estos desarrollan metodologías, normas y procedimientos para orientar la formulación, ejecución y evaluación de los proyectos de inversión y su función es esencial para asegurar que la calidad de la inversión pública contribuya efectivamente al desarrollo económico y social de las naciones y se constituya en un medio de implementación de los Objetivos de Desarrollo Sostenible en el campo presupuestario-financiero.
Este seminario, que se realiza por primera vez de manera presencial luego de la pandemia del COVID-19 y a más de 10 años de la creación de la Red SNIP, busca ser una instancia de reencuentro entre los países de América Latina y el Caribe.
Es un espacio para discutir los complejos desafíos que se presentan hoy en día, especialmente la necesidad de ejecutar inversiones de calidad desde el punto de vista de la sostenibilida, y de atender las crecientes expectativas de generar servicios públicos en un entorno de restricción fiscal y riesgos de desastre nuevos o aumentados asociados al cambio climático.
En esta edición también se busca reflexionar sobre cómo aprovechar las nuevas tecnologías y desarrollar capacidades, siempre buscando modernizar la institucionalidad en el manejo de las inversiones.
