Continuando la tradición de publicar estas capsulas económicas, les presento esta versión de breve, corto y contundente.
1- El pasado 14 de noviembre, en un comunicado dando la alerta del incremento brutal en el costo de los insumos y materiales de la construcción, las tres principales entidades del sector de la construcción-APROVICI-ACOPROVI-CADOCOM- publicaron la tabla siguiente:
PROMEDIO DEL PERÍODO (2020-2022) DE LOS 9 RENGLONES————-51.22%
2-El incremento en el costo de la mano de obra, a pesar de ser, en un 65% contratada irregularmente, ha aumentado, en un 21%.
3-Por otro lado, según investigaciones mías, los costos financieros (Préstamos interinos para los constructores y las sesión de créditos temporales). han aumentado en un 6%, con tasas que van desde un 5,65% hasta un 10% anual.
4-Si sumamos estos incrementos, tenemos que en menos de dos años, los costos de la construcción han aumentado en casi un 82%, en términos nominales.
5-Lo anterior plantea una situación muy crítica al definir los valores actuales de lo que se denomina como ¨vivienda económica¨.
5-El valor actual para definir lo que es la ¨vivienda económica¨ es un sofisma debido a que está en RD$$4.5 millones de pesos.
6-Este valor, coloca a los futuros adquirentes de viviendas en una situación de desventaja ya que los iniciales para estas viviendas son astronómicamente altos y conlleva mensualidades altísimas.
7- Desde el punto de vista fiscal, también afecta las tasaciones inmobiliarias para el pago de impuestos aplicables a la propiedad inmobiliaria e impuestos sucesorales.
8-Por ende, propongo aumentar el valor de las viviendas básicas a RD$8.2 millones (4.5 x 1.82), de esta forma se ajustarían mejor los financiamientos y el rango mínimo de los impuestos a las propiedades inmobiliarias.
9-De esta manera, se dinamizaría la actividad de compra y venta de inmuebles y se ampliarían las facilidades financieras a los futuros adquirientes de estas viviendas.
10-Claro está, se va a necesitar la colaboración del Estado dominicano y del sector vivienda y. por que no, rehabilitar de nuevo aquella entidad financiera, que permitió tantas viviendas dignas a la clase media: El Banco Nacional de la Vivienda.
