Sucre, Bolivia, 23 de noviembre 2022.- El ministro de Administración Pública, Darío Castillo Lugo, en su calidad de presidente del consejo directivo del Centro Latinoamericano de Administración para el Desarrollo (CLAD), encabezó el acto de inauguración del “XXVII Congreso Internacional del CLAD sobre la Reforma del Estado y de la Administración Pública” el cual se lleva a cabo en Sucre, Bolivia hasta el viernes 25 de noviembre.
Durante sus palabras en el acto de inauguración, el titular del Ministerio de Administración Pública (MAP) manifestó que el impacto de la pandemia del Covid-19 ha sido el mayor desafío histórico en varias décadas tanto para el mundo, para la sociedad como para el mismo Congreso del CLAD.
“Sin embargo, aún en medio del momento más terrible de la pandemia, el CLAD logró recurrir a la virtualidad, y mantuvo en parte su presencialidad, tanto en Portugal, en el 2020, como en Colombia, en el 2021. Este es un potente indicador de que estamos conscientes, las administraciones, los funcionarios, expertos y servidores públicos, de la importancia vital y el legado de los Congresos del CLAD, a las buenas prácticas de la Administración Pública iberoamericana e internacional”, expresó Castillo Lugo.
El presidente del consejo directivo indicó que la virtualidad y el teletrabajo que dieron respuesta coyuntural a situaciones de cierre de las relaciones interpersonales, aceleraron la conciencia y las prácticas para encontrar nuevos caminos, nuevas formas de hacer para la Administración y el servicio público.
Con relación a los temas que se discutirán en todo el transcurso del Congreso, Castillo Lugo detalló que estos darán continuidad al espíritu de las Cartas Iberoamericanas de Gobierno Abierto y de Innovación en la Gestión Pública.
Durante el congreso, alrededor de 30 de los paneles que se expondrán, versarán sobre Reforma, modernización, gobierno abierto, Innovación y digitalización.
“No obstante, la agenda del Congreso se aproxima a estos temas de la Administración Pública del Siglo XXI, recordando simultáneamente qué temas fundacionales de la Administración moderna, como la profesionalización de la función pública, expuesta en la Carta Iberoamericana de 2003, y la Ética e integridad, consignada en la Carta Iberoamericana de 2018, siguen siendo imprescindibles para el desarrollo institucional en nuestros países. Así lo demuestra, la cantidad de paneles enfocados en dichos temas”, añadió el ministro.
Panel Estrategias para la Reforma
Dentro de las actividades en el marco del evento, se desarrolló el panel "Estrategias para la Reforma y Modernización de la Administración Pública en la República Dominicana", el cual estuvo a cargo del ministro de Administración Pública, Darío Castillo Lugo; el viceministro de Reforma y Modernización, Gregorio Montero; el director ejecutivo de la Comisión de Reforma y Modernización, José Oviedo; y el consultor para la Reforma, Porfirio Quezada.
Reunión Consejo Directivo
Previo al inicio del Congreso, en su calidad de presidente, Castillo Lugo encabezó la LII Reunión Ordinaria Anual del Consejo Directivo del CLAD.
Durante esa reunión se informó que fue aceptada a “unanimidad” la oferta del Gobierno de la República de Cuba para que la versión XXVIII del Congreso Internacional del CLAD sea celebrado en ese país, y será la primera vez en la historia que se llevará a cabo el Congreso en territorio cubano.
El Centro Latinoamericano de Administración para el Desarrollo es un organismo público internacional, de carácter intergubernamental; este se constituyó en el año 1972 y su creación fue respaldada por la Asamblea General de las Naciones Unidas, con la idea de establecer una entidad regional que tuviera como eje de su actividad la modernización de las administraciones públicas, un factor estratégico en el proceso de desarrollo económico y social. El organismo cuenta con 23 países miembros plenos y uno observador.
